Commissioning Manager

 The key objectives of the role are:

1)    Liaise with and take direction from the Project Manager to ascertain the Commissioning requirement/strategy for the project, in accordance with the technical specification.

2)    Conform to all site/Techno Q processes and procedures/RAMS etc

3)    Manage a team of Commissioning/Programming Engineers to ensure the requested technical solution and Functional requirements are to the clients specifications

4)    Set to work all third party inputs to ensure interface compatibility and full system cause and effect operation compliance in line with the operating requirements and functional specifications for the project.

5)    Assist with creation of all testing and commissioning documentation to the required standard and in accordance with the contract.

6)    Complete all relevant test sheets/documentation/sign-offs and issue to the Commissioning manager for client interface and Databook inclusion


 Responsibilities and Activities

Include but are not limited to:

1)    Be aware of and comply with the commissioning strategy and methodology.

2)    Programming and configuration of systems in assigned projects

3)    Supervise Rack Building

4)    Provide to the planners commissioning plans

5)    Fill in/complete all relevant test/commissioning records for all relevant disciplines including all phases of on site commissioning and SAT.

6)    To understand and be an integral part of commissioning process with third party subcontractors.

7)    Take responsibility for proving/testing system/software configuration activities and cause & effect functionality.

8)    Be aware of the current programme for commissioning and SAT activities against milestones.

9)    Undertake any relevant training as arranged by the Projects Manager.

10)Maintain a log of any software and hardware defects and report to the Project Manager.

11)Ensure all relevant H&S requirements are complied with in accordance with current legislation and the procedures specified within the contract.

12)Ensure compliance with the TechnoQ internal/site Quality Procedures.

13)Implement measures to ensure compliance with the Techno Q internal Quality Procedures and the Clients Quality assurance, Document control.

Site SHE Adviser

The key objectives of the role are:


  1. Develop a full understanding of the HS&E requirements of the project based on the Clients specific site requirements, Statutory Regulations and the Techno Q HS&E policies and communicate to the  Site team and all internal and external parties involved in any phase of the project.


  1. Ensure a thorough understanding of the HS&E strategies and procedures are fully understood and adhered to by all members of the Project team.


  1. Implement and maintain all H&S systems required to ensure full compliance with Customer specific requirements and all current H&S legislation and regulations.


  1. Implement, process and suggest training to drive “0” accidents and incidents throughout the life of the project.


  1. Support the project team in achieving compliance with the Clients requirements and meeting the operational and business objectives of the project.


Responsibilities and Activities

Include but are not limited to;

  1. Updating of HS&E plans for the site.
  1. Collate Method Statements and Risk Assessments from all subcontractors in line with the project requirements and all regulatory requirements.
  1. Develop and mange the H&S/CDM file as required and in conjunction with the Site Team
  1. Implement and manage the incident reporting process ensuring full compliance by all team members and other parties working under Siemens control on the project
  1. Review all H&S plans and processes with the client and the Civil Contractors to ensure alignment and harmonization of best practice and procedure.
  1. Implement Tool Box talk process incorporating Techno Q and the clients H&S policies and procedures.
  2. Take the lead role in managing the H&S related principle contractor responsibilities and transition process.
  1. Maintain H&S document control process.
  1. Provide regular H&S reports to the Project Manager, Head of Projects and the HSE Manager
  1. Demonstrate compliance with the Techno Q internal Quality Procedures and the Clients Quality assurance, Document control.

11.  To act as a focal point for the project regarding health, safety and environment;


12.  To ensure that all health & safety aims and objectives are a focal point when planning work activities throughout this project;


13.  To ensure all employees are aware of and have knowledge of their health and safety responsibilities while undergoing their tasks and do not take unnecessary risks;


14.  To ensure the all Techno Q personnel involved with the projects, carry out their undertaking in accordance with Health and Safety Plan;


15.  To ensure that the company health and safety policy is up to date, and that further policies and procedures reflect the intentions of the Company;


16.  To enforce safe working procedures, assist and oversee the correct formatting and content of contractors risk assessments / method statements including (but not exhaustive of):

·                     Specific hazards associated with this project

·                     Emergency Procedures

·                     Working within the Gas Processing environment

·                     Asbestos


17.  To ensure that all site operatives are suitably trained and experienced for works being carried out, and arrange further specialist health and safety training courses, as required;


18.  To ensure that contractors are assessed in terms of their health and safety competence and that they provide details of their health and safety policy and procedures and that these meet the strict approved contractors criteria for Health and Safety, prior to establishing a contract;


19.  To promote near miss and Hazards Removed  reporting and ensure that all operatives on site take responsibility for their safety, and those affected by their activities;


20.  To ensure that regular tool box talks and safety briefings are carried out with on-site operatives and that they are duly recorded.


21.  To report to the site manager and HSE Manager any deficiencies on site, by way of inspection report or during safety meetings;


22.  To immediately investigate any withdrawal from works due to their being a risk of imminent danger;


23.  To ensure that serious accidents occurring on NG sites are reported accordingly, fully investigated, and controls implemented to prevent re-occurrence;


24.  Set a personal example when visiting site by wearing appropriate personal protective clothing
